President Trump’s plan to withdraw the U.S. from the Paris climate agreement takes effect Nov. 4, one day after the national election. If Democratic candidate Joe Biden wins the White House, he has promised to rejoin the accord. For the other nearly 200 countries that are part of the deal, the stakes are high. Without U.S. leadership, global efforts to lower greenhouse gas emissions and mitigate climate change have been floundering.
